Found a way to change the background to custom ones in game.  I wanted to change the one for the F-14 so go to this location: \DCS World OpenBeta\Mods\aircraft\F14\Skins\ME  and find the file called base-menu-window.png.  Rename the file to something else, drop your new .png file in that folder, rename it to base-menu-window.png and you are done.  Start up the game and it's good to go!  The only issue is it doesn't survive updates to the game since it's in the main install folder and not the \Saved Games\ directory.
